25-Penalties
There
are 6 types of penalties assessed:
Minor
Penalties
Bench Minor Penalties
Major Penalties
Misconduct Penalties
Match Penalties
Penalty Shot
When
coincident penalties are awarded, the visiting team will enter the
penalty box first.
Rule
26-Minor Penalties
a)
A player, other than the goalie, who is assessed a minor penalty
has to sit in the penalty box for 2 minutes and his team will not
be able to substitute another player for him.
b)
A bench minor is a penalty assessed against the team and not an
individual player. The coach or manager will designate who will
serve the penalty on behalf of the team and that designated player
must then go to the penalty box as if the penalty was assessed against
him.
c)
If a team is shorthanded and serving one or more minor or bench
minor penalties and is scored on, then the first penalty assessed
is ended and the penalized player returns to the game.
Notes:
Shorthanded
means that one team has less players on the ice than their opponent.
If two players are serving minor penalties that end at the same
time, the Captain will indicate to the referee which player will
return to the ice first. In the case where a player is assessed
a major and a minor penalty at the same time, he will serve the
major penalty first, except under Rule 27c, in which case the minor
penalty will be served first.
d)
When one player from each team is assessed one minor penalty at
the same stoppage in play, both players will serve their penalties
at the same time and the teams will not be permitted to substitute
players, providing there are no penalties visible on the clock.
If paragraph One is not applicable, and coincident minor penalties
of equal duration are assessed, the penalized players will serve
their penalties, and the teams will be allowed to substitute players.
The penalized players can return to the ice at the first stoppage
in play after their penalties expire. In the event of a delayed
penalty, Rule 32, coincident penalties shall not be taken into account.
Rule
27-Major Penalties
a)
Players, except the goalie, receiving a major penalty will have
to serve 5 minutes in the penalty box and the penalized team will
not be allowed to substitute for the penalized player. A player
who causes injury to the head or face of an opponent while committing
a major infraction will be fined $100.00.
b)
For the third major infraction by the same player in the same game,
or for a major for butt ending, checking from behind, clipping,
cross checking, hooking, slashing or spearing, the player will be
removed from the game. The player will also be assessed a game misconduct
and a $200.00 fine. The penalized team will have to play shorthanded
for the 5 minute major.
c)
If players from both teams are assessed coincident major penalties
they will serve their penalties in the penalty box and can return
to the ice at the first stoppage in play after their penalties have
been served. Teams can substitute for the penalized players immediately.
Coincident major penalties where substitutions have been made will
not be taken into account for the purposes of Rule 32-Delayed Penalties.
d)
If a major and minor penalty are assessed to two opposing players
during the same stoppage of play during regulation play, or at any
time during overtime, the players will serve the first 3 minutes
as a major penalty. In those instances where the coincidental penalties
are negated, the team of the penalized player must have the replacement
player in the penalty box prior to the expiry of the penalty. The
3 minute differential will be recorded as a 3 minute penalty on
the clock and served the same as the major penalty.
Rule
28-Misconduct Penalties
a)
Any player who is assessed a misconduct penalty, other than the
goalie, will sit for 10 minutes in the penalty box and cannot return
to the ice until the first stoppage in play after the penalty has
expired. The penalized team is allowed to substitute immediately
for the penalized player. When a player receives a misconduct and
major penalty at the same time the penalized team will place a substitute
player in the penalty box before the major penalty expires, and
no replacement for the penalized player can enter the game except
from the penalty box.
b)
All misconduct penalties are automatically accompanied with a $100.00
fine.
c)
A player assessed a Game Misconduct is suspended for the balance
of the game and fined $200.00. The penalized team may substitute
for the suspended player.
d)
A player, coach or trainer may be assessed a Gross Misconduct and
is suspended for the balance of the game and fined $200.00 For all
game and gross misconduct penalties, 10 penalty minutes are recorded
in the players statistics.
e)
If a player is assessed 3 misconducts during the regular season,
he will be suspended for his teams next league game and his team
fined $1,000.00. For each misconduct in excess of three, the suspension
is increased by one game. During the playoffs, if a player is assessed
2 game misconducts he is automatically suspended for the next playoff
game and his team fined $1,000.00.
f)
In regular or playoff games, a player who receives two game misconducts
for Abuse of an Official will receive a 1 game suspension for the
next league or playoff game. For each additional game misconduct
for abuse of an official, the suspension is increased by one game.
g)
n playoff games, a player who receives two game misconducts for
stick related infractions under Rule 27b, will be suspended for
the next playoff game of his team. For each subsequent misconduct,
the suspension will be increased by one game.
Rule
29-Match Penalties
A
player receiving a match penalty will be suspended for the rest
of the game and ordered to his dressing room. If the match penalty
is a result of an attempt to injure or deliberate injury of an opponent,
a substitute is allowed to replace the penalized player after 5
minutes.
Rule
30-Penalty Shot
a)
If awarded a penalty shot is awarded the announcer will announce
who will be taking the shot. At that time the referee will place
the puck on the centre spot and signal for the play to begin. The
player taking the shot may move the puck through the neutral zone
or into his own defending zone. Once the puck crosses the attacking
zone blue line the puck must then be carried towards the net. Once
the puck is shot the play is considered complete. A goal cannot
be scored on a rebound of any type unless it is off the post or
crossbar or goalie. Only the designated goalie or back up may defend
on the penalty shot.
b)
The goalie must remain in his crease until the player taking the
shot touches the puck. At that time he may leave the crease to stop
the shot. If he leaves the crease early the referee will allow the
shot to be taken and if a goal is not scored, he will permit the
shot to be taken over again.
c)
Where a penalty shot has been awarded for deliberately displacing
the goal post during a breakaway, interference, illegal entry into
the game, throwing a stick and fouling from behind the referee will
designate who has been fouled as the player who will take the shot.
Where the penalty shot is awarded for deliberate illegal substitution
with insufficient playing time remaining, deliberately displacing
the goal post, falling on the puck in the crease, picking up the
puck from the crease area, the Captain of the non offending team
shall designate the player to take the shot from those players on
the ice at the time of the infraction. If the player cannot take
the shot in reasonable time due to injury, then the Captain of the
non offending team will make a second selection. Regardless of who
is selected, the selection cannot be changed once it is given to
the referee.
d)
If the player selected to take the penalty shot also committed an
infraction before or after the penalty shot has been awarded, he
will first take the shot and then go to the penalty box, unless
the infraction results in a game misconduct, gross misconduct or
match penalty, then the Captain will designate another player from
those on the ice at the time the foul was committed. If removed
from the ice, the goalie will be allowed to return to the ice.
e)
During the penalty shot, both teams will remain at the sides of
the rink in front of their own benches.
f)
The defending team cannot interfere with the player taking the shot.
If they do and he is unsuccessful because of the action, he will
be allowed to shoot again, and the player committing the infraction
will receive a misconduct.
g)
If a goal is scored, the puck will be faced-off at the centre spot.
If no goal is scored the face off will occur in one of the end zone
face off dots of the defending team.
h)
If a goal is scored on the penalty shot, and the player who committed
the infraction shall not have to serve a minor penalty. If the player
incurred a major penalty, the penalty will be served in the normal
fashion. If the infraction would normally incur a minor penalty
the player committing the infraction will not have to serve the
penalty whether a goal is scored or not. If the infraction would
have resulted in 2 minor penalties, and a goal is scored, then one
of the minor penalties is wiped out.
i)
The penalty shot will be taken immediately and will be awarded whether
or not time runs out because of a delayed whistle. The time taken
for the penalty shot is not included in regulation time.
j)
If a player taking a penalty shot has had his first stick ruled
illegal, and his second stick is ruled illegal before the shot is
taken, then he will lose the right to take the shot and he will
be assessed a minor penalty for an illegal stick.
Rule
31-Goalkeeper's Penalties
a)
A goalkeeper cannot be sent to the penalty box.
b)
If the goalie commits a minor or major infraction, then a member
of his team who was on the ice at the time of the infraction must
serve the penalty for the gaolie. The Manager or coach will designate
through the playing captain who will serve the penalty, and once
selected, the substitute cannot be changed.
c)
If a goalie incurs 3 major penalties in one game, then he will be
suspended for the balance of the game and a replacement goalie will
be put into the game. The ejected goalie will be given a game misconduct
and fined $200.00.
d)
If an on ice goalie is assessed a misconduct penalty, the penalty
will be served by a player that was on the ice at the time of the
infraction. The coach or manager will designate through the captain
who will serve the penalty, and once made, the substitute cannot
be changed. The goalie will also be fined $100.00.
e)
If a goalie is assessed a game misconduct, he will be suspended
for the balance of the game and fined $200.00. His place will be
taken by the back up goalie.
f)
If a goalie is assessed a match penalty he will be suspended for
the balance of the game and a substitute goalie will take his place.
If any other penalties are called for by the rules governing match
penalties, then a player or players who were on the ice at the time
of the infraction will serve the penalties. The manager or coach
will designate the player(s) through the captain.
g)
The circumstances surrounding the match penalty will be investigated
by the commissioner who may impose additional suspensions or fines.
h)
If a goalie leaves his crease during an altercation he will receive
a minor penalty and be fined $200.00.
i)
A goalie may not be involved in the play beyond the centre red line.
If he is, he will be assessed a minor penalty.
Rule
32-Delayed Penalties
a)
If a third player receives a penalty while 2 other players on the
same team are already in the penalty box serving penalties, the
time on his penalty will not commence until one of the other two
penalties have expired. He will however have to go to the penalty
box and a substitute may be put on the ice.
b)
When a team is serving a delayed penalty, and a substitute for the
third player is on the ice, none of the players in the penalty box
can return to the ice until there is a stoppage in play.
c)
When the play is stopped, players who have served their penalties
may return to the ice. If two players will return to the ice at
the same time, the captain of the team will advise the referee which
player will return to the ice first, and the referee in turn will
advise the penalty timekeeper. If a major and minor penalty are
assessed at the same time, to players on the same team, the minor
penalty will be served first.
Rule
33-Calling Penalties
a)
If a player incurs a penalty and his team has possession of the
puck, then the referee will stop the play immediately and penalize
the player. The face off will occur at the point where the play
was stopped, unless the puck was in the attacking zone, in which
case the face off will take place at the nearest face off spot in
the neutral zone. If a player incurs a penalty and his team does
not have possession of the puck, the referee will not stop the play
until the opposing team losses possession of the puck. The face
off will take place at the place where the play was stopped, unless
the team not penalized and in possession of the puck ices, or shoots
the puck out of the playing area. In such a case, the face off will
then take place near the defending blue line of the team shooting
the puck. If a goal is scored by the non offending team and a minor
penalty was going to be incurred, the minor penalty will not be
called.
b)
If a major or misconduct penalty was going to be called, then the
referee will call the major or misconduct penalties and they will
be served according to the rules. If a player incurs a butt ending,
head butting, high sticking or spearing penalty, the penalty will
be assessed and the player will be charged with a double minor,
but will only serve 2 minutes. If a team is already playing shorthanded
due to any type of minor penalty, and the short handed team is going
to be assessed a further minor penalty and the non offending team
scores, then the first assessed minor penalty will end and the player
will return to the play, and the newly assessed penalties will be
served, and the goal will count. Major and match penalties are assessed
and served in the normal fashion.
c)
If a player commits additional infractions before or after the whistle
is blown, the offending player will be penalized according to the
rules.
Rule
33A-Supplementary Discipline
The
commissioner may investigate any incident of any game and assess
additional fines or suspensions above and beyond any automatic fines
or suspensions. If a club wants an incident investigated, they must
make such a request within 24 hours after the completion of the
game where the incident occurred.
Rule
33B-Suspensions Arising from Pre-season and Exhibition Games
If
suspensions are imposed during pre season games, the commissioner
will take care in scheduling the suspensions to ensure that no team
is short more players in a regular league game than it would have
been had the infractions occurred in regular league games.
