Rule
13-Compostition of Teams
a)
A team is comprised of 6 players on the ice who are contracted to
the club. This rule implies there are only 6 player on a team. The
rule book later refers to substitutions of injured or penalized
players, but makes no reference to the maximum number of players
on the team. The rule book also refers to a maximum of 18 eligible
players, plus goalies, for each game (rule 15)
b)
All players must wear an identifying number that is at least 10"
high on the back of their sweater. Fractions, decimals, and triple
digit numbers are not permitted, as are numbers that begin with
"0". All players must also have their surname on the back
of the sweater in 3" block letters across the shoulders, and
above the number. Each player has to wear the approved team jersey,
pants, helmets, stockings and skates. Any type of add ons, or alterations
to the team uniform in not allowed, and a player making such alterations
will not be allowed to play in the game. Each club is to have a
set of home and away uniforms. The only interchangeable part of
the uniform will be the pants.
Rule
14-Captain of the Team
a)
Each team appoints one captain, and he alone may discuss with the
referee any interpretations of the rules. The captain will wear
a 3" "C" in a prominent place on the front of the
jersey, and the "C" will be a contrasting colour to the
jersey. There are also alternate captains (maximum 2) who will wear
an "A", also contrasting in colour to the jersey. The
"A" is 3" in height. The alternate captain has all
of the privileges of the captain when he (captain) is not on the
ice and the alternate is.
b)
If the captain is not dressed for the game, the coach may designate
3 alternate captains, but this must be done prior to the start of
the game. The referee and Official Scorer must be told the name
of the captain and the alternates prior to the start of the game.
c)
The Captain is the only player who may discuss the interpretation
of the rules with the referee, and then only when invited to do
so by the referee. This rule is certainly given much leeway in the
game today. Any other player who leaves the bench and contests a
call or interferes with the Officials may be given a misconduct
penalty in addition to a bench minor. Complaining about a penalty
is not considered a matter "relating to the interpretation
of the rules" and a minor penalty may be given out to any player,
including the Captain or Alternate Captain for making such a complaint.
d)
A playing coach or playing manager or goalie cannot act as Captain.
Rule
15-Players in Uniform
a)
At the beginning of each game the coach or manager will list not
more than 18 players who are eligible to play in that game. Goalies
are not included in the total.
b)
This list is then given to the Referee or Official Scorer before
the game, and no changes are allowed once the game has started.
A goal scored while an ineligible player is on the ice will be disallowed.
The ineligible player will be removed from the game and no substitute
will be allowed.
c)
There is only one goalkeeper allowed on the ice at any time, but
the goaltender may be removed and another player substituted. The
substituted player does not have the same rights as the goalie,
eg: being safe in the crease area.
d)
Each team will have a spare goalie, dressed at all times on the
bench. If the substitute goalie has to enter the game there is no
warm up permitted.
e)
Only if both goalies cannot play will another player be allowed
to wear the goalie equipment.
f)
In regular and playoff games, a team may dress any other eligible
goalie, if both listed goalies are not able to play. He must be
dressed and on the bench and is allowed a 2 minute warm up if he
goes into the game. There is no warm up allowed if he is substituted
during a penalty shot.
Rule
16-Starting Line Up
a)
Before the game starts, and at the request of the referee, the Manager
or Coach of the visiting team must provide the starting line up
to the referee or Official scorer. The visiting team must be ready
to put its playing line up on the ice promptly if requested by the
Referee.
b)
The home team will be advised of the visiting team's starting lineup.
Once this is done, the home team will name their starting line up,
and give this information to the Official Scorer. This information
is then given to the referee and to the visiting team.
c)
No changes to this line up can be made until the game is in progress.
If changes are made, then a bench minor penalty will be assessed
against the team committing the infraction, only if called to the
attention of the referee before the second face-off after the first
period begins.
Rule
17-Change of Players
a)
Players may be changed at any time during the game either while
play is in progress or at a stoppage in play. If players change
while play is in progress they can only do so providing the player(s)
leaving the ice are within 5 feet of the players bench and out of
the play before the change is complete. A goaltender may be changed
for another player at any time under the conditions set out in this
section (see Rule 15) and notes below.
Notes:
If
a team has possession of the puck and prematurely has a player enter
the playing surface the play will be stopped.
If
the play is stopped beyond the centre line, then the face off will
take place at centre. If the play is stopped before centre ice,
then the face off will occur where the play is stopped. There is
no time penalty assessed. If the player entering the playing surface
touches the puck in any way, or checks another player while the
player leaving the ice is still on the ice, then a "too many
men on the ice" penalty will be called. If the player entering
the ice is accidentally struck with the puck, then no penalty is
called.
b)
If there is not enough time left in a game or in overtime, or because
of penalties already assessed and a bench penalty is assessed for
deliberately having too many men on the ice, then a penalty shot
is awarded against the offending team.
c)
After serving a penalty, a player who is to be changed must first
skate to his bench before any change can be made.
d)
After a stoppage in play the visiting team must promptly put a line
up on the ice, and no changes may be made until the game is restarted.
The home team may then make any changes to their on ice line up
as long as the game is not delayed. If there is any undue delay,
the referee may order both teams to begin play and not make any
further changes until play resumes.
e)
The referee will allow the visiting team a reasonable amount of
time to make their changes. After that he will hold up his hand
signalling that no more changes are allowed. The home team may then
make any substitutions. The visiting cannot make any changes after
that, and if they do so, the referee may assess a delay of game
penalty.
Rule
18-Injured Players
a)
An injured player, other than the goalie, who has to leave the game
may be replaced by another player, but the teams cannot leave the
ice.
b)
If a goaltender is injured he must be ready to play immediately
or the substitute goalie must enter the game with a 2 minute warm
up allowed only during pre season games. No warm up is allowed during
regular or playoff games.
c)
A substitute goalie will have all the rights of the regular goaltender
d)
If a goalie is removed due to injury, he has to wait till the next
stoppage in play to resume his position.
e)
If an injured player is penalized, he may go directly to the dressing
room. If the penalty is a minor penalty, the penalized team will
put another player in the penalty box to serve the penalty. If the
penalty received is a major penalty, then the penalized team must
have a player serve the major penalty. An injured player who has
a substitute serving his penalty may not return to the play until
his penalty is up.
f)
If a player is injured and cannot continue or make it to his bench,
play will not be stopped until his team gains possession of the
puck. If the player's team has possession of the puck at the time
of injury, then the play is stopped immediately, unless his team
is in scoring position. In any case the referee or linesmen may
stop play if it is obvious the player has sustained a serious injury.
g)
When the referee or linesmen stop play due to an injury, the injured
player must substituted immediately, except for the goaltender.
If play is stopped while the attacking team has possession of the
puck in the attacking zone and play is stopped because of an injury
to the defending team, the face off will take place in the defending
team's end zone.
